I'm not aware of what happens in Amazon regarding this micromanaging effect but I'd assume it's not unique to Amazon. Sadly, there's a systemic issue in many high-pressure work environments where the primary focus is on efficiency and profit margins rather than employee well-being.
I would be more cautious about the 30% fact. I'd also consider that many of these records are for non-violent offenses or are the result of systemic inequalities in the justice system.
We shouldn't hastily conclude that the general population is fundamentally predisposed to unethical behavior.
