Interesting take. Maybe having a conscience is because he wasn't the mastermind of that plan and as a puppet, he gets to feel the immorality of it all. Maybe he believed it was the right choice at the time (or he was led to believe it) and it might have taken him time to reflect on that and realize the atrocity he did.

So many options, will we ever know the truth?
