Ownership is quite a challenging aspect of the music industry.
Taylor Swift should be the owner of at least 50% of the royalties since she is the composer and writer of the songs (unless there's a producer/co-author that shares it with).
On the other hand, you've got the record label that is investing in the artists. Usually, labels don't get much money from a lot of their artists, but then they get 1 or 2 that are a huge success and thus, earn the big bucks. In a way, you could say that those big artists are financing all the other ones that "don't make it".
So imagine a record label risking so much for an unknown artist and not having a high percentage return if the artist becomes mainstream, why would they invest form a commercial view?
The whole industry is a money making machine sadly so they tend to think of it as a business that just happens to make music.
I hope it changes and composers get more power on their creations!
